Councilman, City of Boise

At this important forum, hear the candidates describe their visions for Boise, their policy differences, their assessments of the city's current direction, and how they would balance pressures for growth with maintaining Boise’s high quality of life.

David H. Bieter was elected mayor in November 2003. The Boise native graduated from Bishop Kelly High School, serving as student body president. He holds a B.A. in International Studies from College of St. Thomas and a J.D. from the University of Idaho College of Law. Bieter practiced law in Bonner County and was deputy civil prosecutor for Ada County. He was appointed to his father's legislative seat after Pat Bieter’s untimely death in 1999, then was elected to two full terms in the House.

Jim Tibbs was elected to the Boise City Council in November 2005, after retiring from 34 years with the Boise Police Department, where his positions included Lt., Community Outreach Division; Lt., Public Information Officer; Watch Commander; and Interim Chief. A Boise resident for 48 years, he graduated from Boise State University with a B.A. in Criminology. Tibbs chairs the Idaho State Board of Corrections and chaired the Bogus Basin Ski Association board.
