Like the quarter horses he loves, newly elected Gov. Butch Otter shot out of the gate. In his first two weeks in office, he eliminated two state departments, supported a “gray wolf kill” and stopped the Statehouse expansion. What remains to be seen is how the Republican with Libertarian leanings will settle into the traces and work with new legislative leaders on issues like community colleges, local option taxation for mass transit and a legacy of road-building programs. Gov. Otter addressed the City Club of Boise during his campaign in 2006 and spoke on Homeland Security and individual liberties in 2003.
C.L. "Butch" Otter served three terms in Congress representing Idaho’s 1st District (2001-06). He was elected lieutenant governor four times, starting in 1986, and state representative twice (1972-76).. Born in Caldwell May 3, 1942, Otter graduated from St. Teresa’s Academy, Boise, attended Boise Junior College and graduated in political science from the College of Idaho in 1967, then served in the Idaho Army National Guard (1968-73). He was employed for 30 years by Simplot International, retiring in 1993. The father of four and grandfather of three lives with his wife, Lori, near Star.
